In 2030 the world is in a permanent state of economic recession and faces serious environmental catastrophes. Noah Kross (Nicolas Cage) is a government agent whose job it is to determine who is contributing to society and who is not. Those deemed “Not” are removed from civilization and sent to a remote location to live out their days.
